TeaSoft
চা বাংলাদেশের একটি গুরুত্বপূর্ণ অর্থকরী ফসল ও জনপ্রিয় স্বাস্থ্যকর পানীয়। বাংলাদেশে চা চাষ শুরু হয় ব্রিটিশদের হাত ধরে ঊনিশ শতকের গোড়ার দিকে। বাংলাদেশের প্রথম চা বাগান প্রতিষ্ঠিত হয় চট্টগ্রামে ১৮৪০ খ্রীস্টাব্দে। তারপর ১৮৫৭ খ্রীস্টাব্দে সিলেটের মালনীছড়ায় বাণিজ্যিকভাবে চা বাগান উন্মুক্ত করা হয়। বাংলাদেশের বর্তমানে ৩টি অঞ্চলে চায়ের ব্যাপক চাষ হয়ে থাকে; যেমন- সুরমা ভ্যালীস্থ বৃহত্তর সিলেট এলাকা, হালদা ভ্যালীস্থ চট্টগ্রাম এলাকা ও করোতোয়া ভ্যালীস্থ উত্তর-পশ্চিমাঞ্চলের পঞ্চগড় এলাকা। বর্তমানে বাংলাদেশে ১৬৭টি চা বাগান ও ৮ সহস্রাধিক ক্ষুদ্রায়তন চা বাগানের মোট প্রায় ৬৬ হাজার হেক্টর জমিতে প্রতি বছর ৯৬.৫০ মিলিয়ন কেজি চা উৎপাদন হচ্ছে। চা আবাদী ও উৎপাদনের এ ধারা ক্রমবর্ধমান। ২০২৫ সালের মধ্যে দেশের ১৪০ মিলিয়ন কেজি চা উৎপাদনের লক্ষমাত্রা নিয়ে বাংলাদেশ চা বোর্ড নিরলসভাবে কাজ করে যাচ্ছে। দেশের বড় চা বাগানের পাশাপাশি সমতলে ক্ষুদ্রায়তন চা বাগান দিন দিন বৃদ্ধি পাচ্ছে। ২০২১ সালে উত্তরবঙ্গের পঞ্চগড়, ঠাকুরগাঁও, লালমনিরহাট, নীলফামারী ও দিনাজপুর জেলায় ১১ হাজার ৪ শত একর জমি থেকে ৭ লক্ষ ৩৫ হাজার কেজি সবুজ চা পাতা ও ২২টি চলমান চা কারখানায় রেকর্ড পরিমান চা অর্থাৎ ১৪ দশমিক ৫৪ মিলিয়ন কেজি চা উৎপন্ন হয়েছে। দেশে ১৬৭টি চা বাগান ও উত্তরাঞ্চলের প্রায় ৮ সহস্রাধিক ক্ষুদ্রায়তন চা বাগান ও ২৫টি চা কারখানা চলমান রয়েছে যাদের প্রতিদিনের কাঁচা পাতা, তৈরি চা ও ডেসপাসের স্বচ্ছ/সুস্পষ্ট তথ্যের অভাবের দরুন চায়ের প্রকৃত তথ্য পাওয়া যায়না। সাধারনত চা উৎপাদনের তথ্যগুলি মাসভিত্তিক চা বাগান/কারখানাগুলি হতে সংগ্রহ করা হয় এবং সে মোতাবেক তথ্যগুলি সন্নিবেশিত করা হয়। সিলেট ও চট্টগ্রামের বেশিরভাগ চা বাগানের নিজস্ব কারখানা রয়েছে। কিন্তু পঞ্চগড় ও ঠাকুরগাঁ জেলার চা বাগান/ক্ষুদ্রায়তন চা বাগানগুলোতে নিজস্ব কারখানা নেই। এখানকার প্রায় সকল চা কারখানা'ই বটলিফ চা কারখানা এবং আধুনিক প্রযুক্তিতে তৈরি। দৈনিক সবুজ কাঁচা চা পাতা মাড়াই করার ক্ষমতাও অনেক বেশি। পঞ্চগড়ের একেকটি চা কারখানায় একের অধিক সিটিসি লাইন/সেট রয়েছে। বিধায়, তাঁদের কাঁচা চা পাতা মাড়াই ক্ষমতার সাথে অনেক সময় বাৎসরিক উৎপাদনের সামঞ্জস্যতা পাওয়া যায় না বা চা বোর্ড কর্তৃক চাহিত হালনাগাদ তথ্য প্রদানে কারখানা কর্তৃপক্ষ গরিমসি করে থাকে এবং সঠিক সময় সঠিক তথ্যও উপস্থাপন করে না। ফলে বাৎসরিক, কাঁচা পাতা উৎপাদন, তৈরি চায়ের উৎপাদন ও নিলামে চা বিক্রির হিসাবে মিল পাওয়া যায় না। চা আইন ২০১৬ অনুসারে দেশের সকল চা বাগানের উৎপাদিত চা নিলামে বিক্রয় নিশ্চিত করতে হবে। চায়ের উৎপাদন ও নিলামে বিক্রয়কৃত চায়ের উপর ভিত্তি করে সরকার ভ্যাট ও চা বোর্ড সেস মানি পেয়ে থাকে। অনেক সময় কিছু অসাধু চা কারখানা/চা ব্যবসায়ীর অকশনে চা না পাঠিয়ে স্থানীয়ভাবে বিক্রয় করার অপতৎপরতা থাকে। অকশনে চা না প্রেরণ ও সঠিক তথ্য না পাওয়ার ফলে সরকার রাজস্ব এবং চা বোর্ড সেস মানি থেকে বঞ্চিত হচ্ছে। এতে সরকার বছরে বিপুল পরিমাণ রাজস্ব হারাচ্ছে। চা বোর্ডও হারাচ্ছে উপকর। তাই উত্তরবঙ্গসহ দেশের সকল চা বাগানের উৎপাদিত সবুজ চা পাতা তথা তৈরি চায়ের হিসাব ও তা অকশনে প্রেরণ নিশ্চিতকরণ ও সঠিক সময়ে সঠিক তথ্যাদি পেতে বাংলাদেশ চা বোর্ড কর্তৃক ‘টি-সফট’ নামক একটি ওয়েবভিত্তিক পাতা বিক্রয় ব্যবস্থাপনা সফটওয়্যার/অ্যাপ তৈরির উদ্যোগ নেয়া হয়েছে। প্রাথমিকভাবে এটি উত্তরাঞ্চলের ২৫টি চলমান চা কারখানায় পাইলটিং করা যেতে পারে। পরবর্তীতে দেশের সকল চা বাগানে প্রয়োগ করা যেতে পারে। দেশের সকল চা বাগান/ক্ষুদ্রায়তন চা বাগানের প্রতিদিনের উৎপাদিত কাঁচা পাতা ও কারখানায় উৎপাদিত তৈরি চা, ডেসপাসের সকল তথ্যাদি সফটওয়ারে অন্তর্ভুক্ত থাকবে। প্রস্তাবিত সফটওয়্যার দেশের সকল চা কারখানায় স্থাপন করা গেলে অকশনে চা প্রেরণ নিশ্চিত হবে ও বাংলাদেশ চা বোর্ড সঠিক সময়ে সঠিক তথ্য পাবে। ফলে কারখানা কর্তৃক উপকর ফাঁকি দেওয়ার সম্ভাবনা থাকবেনা ও চা বোর্ড সঠিক তথ্য পাবে ও উপকর আদায়ের মাধ্যমে আয় বাড়বে। ফলশ্রুতিতে এ উদ্ভাবন জাতীয় অর্থনীতিতে গুরুত্বপূর্ণ ভুমিকা রাখবে।
