“ศูนย์การเรียนรู้ ICT ชุมชน” โครงการสำคัญที่กระทรวงเทคโนโลยีสารสนเทสและการสื่อสารใช้เป็นเครื่องมือสำคัญสำหรับการลดความเหลื่อมล้ำด้านดิจิทัล เริ่มดำเนินการมาตั้งแต่ปี พ.ศ.2550 มีจุดมุ่งหมายเพื่อให้ประชาชน ชุมชนในพื้นที่ห่างไกลทั่วประเทศ ได้มีโอกาสในการเข้าถึงและใช้ประโยชน์จากคอมพิวเตอร์ และอินเตอร์เน็ตในการพัฒนาคุณภาพชีวิตของตนเอง ครอบครัว ชุมชนในชนบท และพื้นที่ห่างไกลด้วยการสร้างช่องทางการเข้าถึงข้อมูลข่าวสาร ตลาด และการเชื่อมโลกด้วยอุปกรณ์คอมพิวเตอร์ และอินเตอร์เน็ตความเร็วสูง และอินเตอร์เน็ตผ่านดาวเทียมที่มีความเร็วไม่สูงนักในหลายพื้นที่เมื่อสิบปีก่อน ส่งเสริมให้เกิดการเรียนรู้ตามอัธยาศัย และการเรียนรู้ตลอดชีวิต โดยส่วนใหญ่ศูนย์การเรียนรู้ ICT ชุมชนจะตั้งอยู่ในสถานที่ที่ชุมชนสามารถเข้าถึงโดยสะดวก เช่น วัด มัสยิด ที่ทำการหมู่บ้าน สหกรณ์ องค์กรปกครองส่งท้องถิ่น โรงเรียน ห้องสมุด ค่ายทหาร ฯลฯ
