لقد تم تأسيس هذا الموقع الالكتروني في منتصف عام 2019 بهدف تعزيز وزيادة مشاركة المرأة الفلسطينية في المجالس البلدية والقروية من خلال توفير مجموعة شاملة ومتنوعة من المواد المكتوبة والمسموعة والمحكية والمرئية التي تغطي مختلف الجوانب المتعلقة بالحكم المحلي في الضفة الغربية وقطاع غزة سواء تلك المواد والمعلومات التي تحتاجها النساء اللواتي يفكرن أو يخططن لترشيح أنفسهن لعضوية أو رئاسة المجالس البلدية والقروية ، أو تلك المواد التي تحتاجها النساء بعد فوزهن أو تعييينهن في تلك المجالس. كما أن الموقع يحتوي على معلومات ومواد مفيدة "للنساء العاديات" اللواتي يتعاملن مع تلك المجالس بوصفهن "مواطنات" أو "مصوتات/ناخبات". يضاف لذلك أن المواد التي يتضمنها الموقع تعتبر مفيدة أيضا للرجال الفلسطينيين المهتمين بقضايا الحكم المحلي سواء كانوا مرشحين للهيئات المحلية أو أعضاء فيها أو رؤساء لها.
يحتوي أحد الأقسام الأساسية للموقع والذي يحمل عنوان "الحكم المحلي" على مجموعة كبيرة من المواد سواء القانونية (قانون الانتخابات المحلية ، قانون الحكم المحلي...الخ) أو التوضيحية والتي تشرح وبإسلوب مبسط ، غالبا باستخدام الفيديو ، بعض تلك المواد القانونية واالإجرائية التي تحتاج النساء "المرشحات" ، أو "العضوات" ، أو "المصوتات" معرفتها. كما يحتوي قسم أساسي أخر عنوانه "أدلة ومواد تدريبية" على مجموعة غنية ومتنوعة ومبسطة من الأدلة والمواد التدريبية التي تهدف الى تنمية المهارات التي تحتاجها النساء للمشاركة في الحكم المحلي مثل التخطيط الاستراتيجي ، العلاقات العامة وكيفية التعامل مع وسائل الإعلام ، قضايا البنية التحتية من ماء وصرف صحي وطرق ، التمويل ، الموازنة وكيف يجب أن تكون حساسة لقضايا النوع الاجتماعي ، أليات إتخاذ القرار في المجالس المحلية من وجهة نظر النوع الإجتماعي ، قضايا التخطيط الهيكلي...الخ. كما يسلط الموقع الضوء على "تجارب ناجحة" وواعدة لنساء فلسطينيات في الحكم المحلي وعلى بعض التحديات التي تواجهها النساء في هذا المجال وسبل التغلب عليها. هذا اضافة الى قسم خاص ب "المصادر" والذي يشمل على العشرات من الدراسات والمقالات والمقابلات والاحصائيات المتعلقة بالمشاركة السياسية للمرأة الفلسطينية بشكل عام ومشاركتها في الحكم المحلي بشكل خاص. وأخيرا، فأن الموقع يتضمن أيضا أقساما "تفاعلية" مثل "المنتدي" و "سؤال وجواب" أو "أسئلة شائعة" والتي تتيح لمستخدمي الموقع التعبير عن أنفسهن وآرائهن وتجاربهن والأهم فتح المجال للاستفادة من تجارب النساء اللواتي خضن أو يخضن تجارب في الحكم المحلي سواء كمرشحات ، أو كعضوات ، أو كرئيسات لمجالس بلدية وقروية في فلسطين.
