Top Block is an AI-powered assistant built for US Army leaders who write evaluation reports. Turn rough counseling notes into strong, quantifiable bullet comments that fit NCOER and OER formats in just a few taps.
Whether you are a new squad leader writing your first NCOER or a seasoned platoon sergeant with a stack of OERs to finish, Top Block helps you move faster while keeping the focus on the Soldier’s impact.
WHO TOP BLOCK IS FOR
• NCOs (E-5 through E-9) writing NCOER bullets
• Company-grade and field-grade officers writing OER bullets
• Squad leaders, platoon sergeants, platoon leaders, and commanders
• Anyone who keeps a “bullet bank” for future NCOERs and OERs
WHAT TOP BLOCK DOES
1) Turn rough notes into bullets
Paste or type short notes such as:
“fixed 5 trucks during FTX, mentored 3 new Soldiers on PMCS, kept platoon on schedule”
Top Block uses AI to generate 3 strong, varied bullet options that follow an Action–Result–Impact pattern and use professional Army language.
2) Tune bullets by attribute and performance level
Choose the NCOER/OER attribute category and performance level to match your rating profile, including:
• Categories: Character, Presence, Intellect, Leads, Develops, Achieves
• Performance level: Excellence, Exceeded, Met, Did Not Meet
• Report type: NCOER or OER
The AI adjusts tone and focus so the bullet makes sense for the selected category and level.
3) Save and reuse your best bullets
Build your own “bullet bank” on your phone:
• Save bullets you like with one tap
• Tag bullets by Soldier or Officer (for example: “SGT Smith – FY25”)
• Filter by category, tag, and date
• Copy bullets directly into your NCOER/OER forms or notes
