●沈冠尧牧师
一九八0年，普世循道卫理宗大会在夏威夷举行时，各地本宗华人教会领袖有机会相聚一堂，于联谊分享中, 深感有彼此代祷、加强连系的需要。随后, 新加坡、中华民国本会教牧同工, 组团到邻区访问。香港宣教学习团亦访问星、马、泰、印尼等处，对各地区本宗教会的联络，日见密切，而各地照本身情况所推行宣教事工，亦得了解。出席香港、马来西亚、新加坡宣教百週年的各区年会首长，咸认若能彼此配搭，共同合作，对圣工的推行，不但省力省时，且有更大的发展。因有透过会议，邀请各地区堂会领袖参加讨论，达成共识的构想。就在一九八五年三月一日，新加坡卫理公会举办亚洲卫理公会领袖谘询会时，各地华人年会首长交谈分享中，一致赞同举办一次以华语为主的宣教大会，收集各地区堂会领袖意见，作为将来发展目标。遂于是年十一月四日，在新加 坡举行第一次筹备会议，有方中南会督、王聪光会长 、梁林开会长、张保罗会长、林忠诲会长前来参加。 决定组织主席团，由已设立华语年议会首长担任成员，并推方中南会督任召集人；筹划组织规执行委员会、 区域委员会，主持及推动各地事工；拟定一九八七年七月下旬，在台北市举行第一届宣教大会，及大会目标等，交召集人主持推动。方会督趁经港之便，与梁会长商拟举行大会各有关事项，由沈冠尧牧师记录分寄各地首长征求意见及举行第二次筹备会日期。
一九八六年各主席团成员，趁参加奈罗比普世循道卫理宗大会回程之便，在香港举行了第二次筹备会议。改组主席团为筹备职员会，由方中南会督任主席，篑建华会督任副主席，王聪光会长任书记，梁林开会长任司库，林忠诲会长任查账，张保罗牧师任公关，沈冠尧牧师任总干事。决定大会名称、日期、地点、主题、节目、讲员、经费、代表、组织及推动日程等。是年十二月二十日按会议决定发出通函及第一次通告、报名表、日程表等资料，由各地区年议会办事处转发各地区堂会，邀请教牧同工及教友领袖报名参加。
在开始报名之时，中华民国卫理公会执行委员会筹组区域委员会成立。由篑建华会督任主席、梅翰生校长任书记、张保罗牧师、伍秉衡牧师、简鸿基先生任委员。接洽
会议场所及取得当地政府协助。同时透过堂会主任，征求义工参加筹备工作。
一九八七年三月十二日筹备委员在台北市三普饭店预定会场举行第三次会议，藉以了解会场实际情况，并接受区域委员会所提建议，增设部份节目、时间 、场地，使聚会时更合理想，并于十七日通函各地区附发修正通告，六月十一日方会督再次前来台北，与副主席、总干事照进行情况，商讨因应办法，并邀请本会北区宣教同工座谈，并加慰勉。六月十七日副主席篑会督、公关张牧师、总干事沈牧师参加内政部主持各有关机关协调会议，得到尽速审查代表入境申请的应许。区域委员会特于七月二日发欢迎函及大会简报与报名参加同道，同时加紧组织义工，分组分担各项工作。由篑建华会督、伍秉衡副干事、张保罗牧师 、梅翰生校长、曾纪鸿牧师、李家忠牧师、黄华光先生、王黄婉云女士、仲崇英女士、杨桂满女士、苏嘉龄女士、篑师母、祁文章牧师同力合作下，每週举行联席会议，带领百馀位义工，废寝忘餐，辛劳不辍，使在会前得以完成作业,，七月二十七日第四次筹备会议时作出交待，而筹备工作，亦告竟工。
