Many modern electricity meters flash a red LED in proportion to energy used (e.g., 1000 flashes = 1 kWh). This app lets you track those flashes, compare with expected usage, and instantly see if your meter is charging you fairly.
If you don't have a flashing meter that's ok to as have a manual backup button to record rotation.
