Learning to program and develop app's with Swift Playgrounds (4.1 and higher) or Xcode (macOS) is well possible and the programs are available for free.

The SwiftUI framework can be used across platforms to create views for macOS, iOS, iPadOS, watchOS and tvOS.
The app "import SwiftUI" gives you a few sample views to start with, which you can use to design your own app with SwiftUI. Change their appearance and get the code that you can copy to the clipboard and use in your own projects.
And the best part is that it's also free! So what to wait for? The best thing to do is to try it out!
