專業英文(Professional English)已逐漸與專業技能形成為現代高等教育與技職學校特色的[雙雙核心能力] (專業技能+專業英語文；計算機綜合應用能力+專業詞彙能力)之一，而縮短學用落差亦為改進當前大學高等教育與技職教育的重要方向，有鑑於此，各校在建立系(科)特色或學生核心能力時，應逐步從傳統的一般英文能力，邁向以能具備專業英語文應用能力為主的[專業詞彙與聽寫能力]。
其實專業英語在數十年前大學或職業學校的課程當中，已經有了實際的教學科目，例如工業英文、科技英文等，但因為學習成效不彰，所以後來改為一般英文。推究其原因，可以分為兩分面來說。其一，可能是教導工業英文或是科技英文的教師都是一般英文老師或非具備產業實務經驗的英文老師，對於各行業的術語或是關鍵字詞的意義或技術內涵掌握有限，較無法發揮專業英文的特色；另一方面，不少學生一般英語文基礎程度不佳，連帶產生對專業英文學習的排斥性，導致學習專業英文的效果自然有限。

關於專業英文詞彙能力 (Professional Vocabulary Quotient Credential)的學習理論觀點如下：
英語是國際化的語言，專業英語也是每個行業的工作人員要邁向國際化的基本專業核心能力之一。
大部分的行業各專業領域用字詞，大約在500至2,000字詞(key words)之間的字詞集 (set)
熟悉這些專業字詞集的意義、發音、能拼寫、能念出來(reading, listening, spelling and speaking, RLSS)，形成一部分生活習慣式、直覺反應式的專業溝通與應用工具，輕鬆駕馭這些字詞幫助您在專業領域學習、溝通得更容易。
